Understand the problem before writing
Education complaints can involve a school, university, examination body, professional programme or public education authority. Identify the actual institution that made the contested decision before copying a ministry or regulator. A delayed transcript, withheld examination result and disputed tuition payment may fall under different departments within the same institution.
Describe the academic programme, application or registration reference, relevant dates and the exact decision communicated. If fees were paid, retain receipts and identify what service the payment covered. If a result was withheld, distinguish a missing administrative clearance from an allegation of examination misconduct.
Where the issue concerns admission, clarify whether an offer was issued, accepted, withdrawn or still pending. Avoid claiming a guaranteed admission or statutory entitlement when the institution's criteria and the supporting documents have not been examined.
The correct external authority depends on the type of educational institution. A university, polytechnic, college of education, professional school or basic-education provider may have a different regulator or supervising body. Student safety and immediate welfare concerns should also be separated from ordinary administrative disputes.

If a properly documented institutional complaint is not resolved, identify the regulator or supervisory body relevant to the school category. Supply the earlier reference, academic records and requested remedy without sharing unrelated student information.
Before escalating, keep the original complaint reference, the institution's written answer where available, and a concise explanation of what remains unresolved. Check the current instructions published by the relevant authority instead of assuming that one deadline applies to every type of complaint.
